How to fix the NBA Playoffs: A new seeding system

What do you think of the current playoff format? The format I'm talking about is 8 teams from the Eastern Conference and 8 teams from the Western Conference playing. I think they should change it. Here is a step by step guide below how I would do it.

1. The top 16 teams with the best records would play one another (it doesn't matter what conference). If there is a tie with record, then the team with the best record against the other team wins the tie breaker. If their is a tie during the season then the two teams would play one tie breaker game to break the tie. By doing this teams who get 45-50 wins would be in the playoffs (i.e. Phoenix Suns of this season). I find it sad when teams who don't even win 41 games get into the playoffs.

The Breakdown of the playoffs would be like this

1. 1 seed would play 16 2. 2 seed would play 15 3. 3 seed would play 14 4. 4 seed would play 13 5. 5 seed would play 12 6. 6 seed would play 11 7. 7 seed would play 10 8. 8 seed would play 9

It doesn't matter if the two remaining teams are Eastern or Western Conference they could play one another in the NBA Finals. What do you think of this idea?

If you don't fix the problem this way then let the team who just missed the playoffs have a higher chance to get the top pick in the Draft Lottery. I think that would make it better. Do you agree or disagree with me? Send me your comments on this.
